The Department works on promoting wider dissemination of NATO’s doctrine and procedures. It trains selected Romanian and foreign officers within its areas of expertise: staff officer training at the tactical and operational levels, operations planning at the tactical and operational levels, NATO crisis management, military contribution to peace support, security, stability and reconstruction operations, civil-military cooperation. The CMMOD is also involved in running the Defence Education Enhancement Programme (DEEP) Iraq.
At the regional level, CMMOD would become a training facility certified by the NATO and EU training authorities as a reliable and credible partner, delivering quality-assured training for various audiences in the field of crisis management and multinational operations. CMMOD will pursue this vision by training military and civilian personnel in the fields of planning and command of multinational operations and of civilian-military cooperation in campaign conditions, using NATO and EU doctrines/staff and command procedures, in order to increase interoperability with NATO and EU’s military operational structures and to contribute to regional stability and cooperation.
CMMOD`s vision is to consolidate as a modern, future-oriented, attractive and competitive, English language-based international training hub with a regional focus and Euro-Atlantic scope. CMMOD is to serve as a NATO Education and Training Center, an institution teaching at tactical and operational levels, applying the latest educational principles, effective management and using the best of intellectual and material resources.
CMMOD’s long term strategy will focus on transformation into NATO Advanced Military Studies Institute, with its organizational chart expanded and rebranded. Additional positions will be filled by NATO member states as framework nations. PfP nations will participate with staff in the newly established institute. This will put the current department into a better position to support NATO’s strategic concepts, including cooperative security in the region.
With a different status and increased resources, the institution will cover more NATO training gaps through training solutions, will increase the number of students to satisfy NATO countries and partner nations demands. Support to NFS and NCS will expand from the region to the Alliance boundaries and beyond.
As a consequence, CMMOD's primary geo-strategic scope in educational matters will be on:
- NATO missions and operations
- NATO command and force structures, especially the HQs located in the Eastern Europe;
- NATO countries service members;
- The wider Black Sea region with a particular focus on PfP countries;
- The wider NATO area of interests, covering all the partnership formats.
