HUMINT COE OSV 2025

On April 9–10, 2025, the HQ SACT Quality Assurance Team of Experts (QA ToE) carried out an on-site visit to the Human Intelligence Centre of Excellence (HUMINT COE) in Oradea, Romania. The QA team was composed of MAJ Oliver WILD (DEU-A), acting as lead evaluator, and LTC Maciej GUTOWSKI (POL-A), serving as External Subject Matter Expert(SME) in the NATO QA Pool of Experts.

The purpose of the visit was to assess HUMINT COE’s alignment with the 31 NATO Quality Standards, with a particular focus on the institution’s implementation of Continuous Improvement Process and the robustness of its Quality Management System (QMS) in delivering Education and Individual Training (E&IT) in support of NATO.

The findings of the QA ToE will inform a formal recommendation to the DCOS MDFD, who holds the authority to determine the final accreditation status. The transparency, readiness, and active participation of HUMINT COE leadership and personnel, throughout the entire institutional accreditation process, significantly contributed to the quality and success of the evaluation process.

Based on the evidence gathered during the visit, the QA ToE will recommend the Human Intelligence Centre of Excellence (HUMINT COE) for UNCONDITIONAL ACCREDITATION for a full six-year cycle, pending the final approval of the DCOS MDFD. This underscores NATO’s dedication to promoting high standards across its education and training network, enhancing interoperability and readiness through quality education.
