The vast expanses, easy accessibility, and jurisdictional gaps render the maritime domain exceptionally susceptible to exploitation. Persistent maritime security issues, particularly those impacting the movement of goods and people across the world’s oceans, necessitate a multifaceted approach. Effectively countering transnational crimes demands synchronized diplomatic, law enforcement, information-sharing, military, safety, security, and economic endeavors, alongside multinational cooperation and public-private partnerships. 

The backbone of the Military Contribution to Maritime Security lies in the seven tasks of Maritime Security Operations (MSO): Supporting Maritime Situational Awareness (MSA), countering terrorism at sea (MCT), contributing to Maritime Security Capacity Building (MSCB), upholding Freedom of Navigation (FoN), engaging in Maritime Interdiction Operations (MIO), combating Weapons of Mass Destruction proliferation, and safeguarding critical infrastructure. 

These tasks serve as the gravitational center for MARSEC COE Activities. Furthermore, the MARSEC COE expresses its readiness to collaborate with the Global Maritime Community of Interest (GMCOI), showcasing a willingness to engage in collective efforts to enhance maritime security.

The mission of the Maritime Security Centre of Excellence (MARSEC COE) is to expand the capabilities of NATO and Partner Nations by providing comprehensive, innovative, and timely expertise in the field of Maritime Security Operations (MSO).

Who we are / What we do

MARSEC COE is a dynamic and well-connected Centre of Excellence based in İstanbul/Türkiye. Its strategic location amongst NRDC-TUR, National Defence University Campus and co-location with Multinational Joint Warfare Centre and MARCOM OSG SOCCE creates an intellectual and synergetic environment. Strictly faithful to our motto “Working Together for Maritime Security”, MARSEC COE is a multidisciplinary and interagency oriented organization focusing on maritime security. The Centre, therefore, reach out to other relevant institutions and actively link up with specialists from the military, academia, industry, and governmental / non-governmental organizations.
